Problem: Unable to Duplicate Display from laptop to TV via HDMI cable.

In Settings>System>Display>Advanced Display, I am able to "Extend Display", "Show only on 1" and "Show only on 2." The option to "Duplicate Displays" is missing. Pressing Win+P to select the "Duplicate Displays" option does nothing and keeps the previous "Extend Display" or "Show only on 1 / Show only on 2" option.

Steps I've tried:

1. Using Display Driver Uninstaller (DDU) to cleanly and completely remove both Intel and NVIDIA GPU Drivers in safe mode while disconnected from internet.
2. Rebooted and clean installed NVIDIA driver and Intel Driver from Manufacturer's website. PROBLEM PERSISTED.
3. Tried installing latest game ready drivers from NVIDIA via Geforce Experience. PROBLEM PERSISTED.
4. Tried installing latest driver from Intel via Intel Driver and Support Assistant. PROBLEM PERSISTED.
5. Scanning system with "chkdisk /F C:" and rebooted. PROBLEM PERSISTED.
6. Admin CMD prompt - Using "sfc /scannow" found no errors. PROBLEM PERSISTED.
7. Admin CMD Prompt - Using "DISM.exe /Online /Cleanup-Image /Restorehealth" PROBLEM PERSISTED.
8. Swapping around the order of the displays, the refresh rates, removing and reconnecting displays after each step above... PROBLEM PERSISTED.
