Seed peer can resue downloading task #1533

Feature request:

Now when seed peer receive obtainSeed request, it will only try to resue completed task, while the downloading task should also be resuable.

Use case:

UI Example:

bigerous added the kind/feature label

gaius-qi removed the kind/feature label
