Creation of admin accounts without password (OIDC use case)

It seems that we can't create an admin user in the UI without defining a password.
My use case is the following.

1. Create manually this admin user with the correct user name
2. Perform an OIDC login through the Admin UI
   In this case I don't need the password and I don't want to allow the user to log in with a password. But I will only allow an OIDC login.

Is it something covered somehow ?
