Make feedback button visible (disabled) as long as feedback is possible

As a conference participant I would like to see the feedback button as long as submitting feedback is possible in order to be reminded that feedback is outstanding.
If I am not logged in, the feedback button should be disabled and a mouse over should show the hint that it is required to log in.
