Separate endpoint to retrieve the list of qtl_group

The current Ensembl REST has a dedicated endpoint to retrieve the list of qtl_groups/tissues:
http://rest.ensembl.org/eqtl/tissue/homo_sapiens?content-type=application/json

It would be good if we can have something similar created on the new EQTL catalogue.

@msmanoj QTL group endpoint added /eqtl/api/qtl_groups - it's very similar to the tissues endpoint but returns a payload of qtl groups instead. Please let me know if this is what you need/any changes you require
