Several associates have offered to create translations to different languages, however they're not technical people so we need an easy way to have them edit the content. I've therefore given them a spreadsheet where each column represents a locale and each row is a phrase to be translated.

What's needed is a node command line tool that will take the content of this file and (re)generate the locale folder structure.
