Any user should be able to change the displayed information of a dataset/model

by default, enable this feature (but author can disable)
when a change is done, notify author who has to approve change

In order to support this feature a profound refactor on EOTDL is required.

First prototype in branch prototype and exmaple notebook at https://github.com/earthpulse/eotdl/blob/prototype/tutorials/notebooks/02_prototype_ingesting.ipynb
