Refine watcher rules to only report events that are significant to #wikipedia-en-afc-feed #13

"Significant" events are deletions, restorations, moves, creations, and edits that alter the state of a submission (declines, reviewings, resubmissions).

Also, events could be displayed more concisely; instead of

we could have
