Provide basics to implement Federated (Triple) Data Components

As just discussed with @stefan-ettl

We (Catena-X Core Art Team Semantic Layer and Digitial Twins)
have just performed a spike
to evaluate the usage of Triple Data Processing (Sparql & TTL) in concordance with the
EDC (forked from drcgjung@8371169)
to implement a Data-Sovereign Federation of semantic components.

I wanted to come with you into discussion
a) how to uphold that results over the recent changes of EDC (PolicyService->Contract-Offer, IDS backplane refactored)
b) whether to maybe overtake some of the stuff (synchronous SparQL data plane, federation permissions, ...) into your samples/extensions
c) if it makes sense to implement further necessities (such as claiming and checking data re-distribution duties)

So this maybe just a placeholder issue for the real tickets deriving from these questions.
