configure script contains "=~", which is a bash construct and causes "configure[3013]: syntax error at line 3767 : `=~' unexpected" #7610

I've taken the latest OMR 4.0 release, but this now fails to build on AIX. I call the configure script, which contains:

#! /bin/sh

But then later on it contains:

if [[ "$CC" =~ 'ibm-clang' ]]; then

The =~ construct is not supported by /bin/sh, and so a failure occurs:

configure[3013]: syntax error at line 3767 : `=~' unexpected
