File explorer does not reliably show changes

Bug Description:

I don't have clear steps to reproduce, but from time to time the File Explorer doesn't show updates and I have to re-start Theia IDE to continue working with files.

Perhaps this is related to #480.

Steps to Reproduce:

1. Work for some time editing various files.
2. Duplicate a file in the explorer to create a new file.
3. Observe that the explorer does not show the new file " copy.".
4. If this doesn't happen, repeat from step 1 until it does. For me eventually it will happen.
