Allow to change the `ChatViewWidget` title in products #14687

For products building on Theia and Theia AI, the current title of the chat view ("✨ Chat [Experimental]") is usually inapplicable.

Theia AI should not use this title anymore, as it may only be relevant to Theia IDE. Instead it should just name it "Chat".
Theia AI should make it easier to change the title of the view.
