Add release workflows for each target with optional builds

Describe the feature

Currently the publish-crates-* workflows (except for publish-crates-cargo) require artifacts to be built and uploaded from another workflow, this makes them quite useless when dispatched manually. They should rather build their artifacts by default and optionally assume they have been previously built.
