Further to Tuesday's meeting regarding the super majority of committer votes proposal from David, I thought it further and suggest a slightly different approach.
If EF does not need committer voting, why don't we remove the committer memeber election (suggested by David) as well as the committer vote (my 2cents. basically remain the current lazy consensus mode). In this way, we don't need to bother with the committer list for setting up WG.
Besides, there is no change to the current release except the corporate votes for IP reasons.
The committer list is getting out of date and should be cleaned up.
The forum discussion has not come to a conclusion yet on this being a requirement for the Working Group creation, but adding it for now.
