Project categorization service

Use/train a categorization model for open source projects, given the name, description, labels and readme contents, what keywords and categories does the project fit in.

This can be trained using existing keyword/topic data and categories from package manager metadata.

This will help with discover for projects that have incomplete metadata.

Just a +1 and that the anvaka's "map of github" had very good luck using followers metadata for this type of thing, so that might be worth considering as a dimension: https://github.com/anvaka/map-of-github
