Dashboard for 30s metrics

Start a Kibana Dashboard for the 30s metrics that are in the elastic-agent logs

Describe a specific use case for the enhancement or feature:

• useful for debugging performance issues

What is the definition of done?

• Dashboard that can be loaded into Kibana
• Reads from new index
• allows switching between "id" (example filestream-monitoring vs. http/metrics-monitoring)
• graphs for output.events metrics
• graphs for pipeline.events metrics
• graphs for system.load metrics

For this we should really add to the elastic-agent integration and the Dashboards there. Any of the Dashboards from #3854 should be added to the elastic-agent integration. We can't just use re-use same Dashboards because the data for #3854 is coming in as a log, while the data for the elastic-agent integration is coming in as metrics with different field names.
