Add dark theme to Console

Describe the feature:
As developer, I'm in the Console all day long. By adding Dark Theme to the Console, it will keep my eyes fresh longer :)

I think this should be re-opened, because the Dev Tools app still doesn't have dark mode, and I don't think it is a regression.

Search Profiler, Grok Debugger, and Painless Lab (beta) each have issues with dark mode and the text input areas.

@tsullivan I'm seeing dark mode working on main. Can you try reproducing there? Here's what I see:

Hi @cjcenizal I must have had a strange state in my browser and not able to reproduce this again.

BTW I was testing a build candidate of 8.3.0 but I doubt any of the code here is different than main.
