When uploading a file which is using a semantic text field, if the model for the inference endpoint has not yet been deployed we should still allow it to be selected.
During upload we should have a step which triggers the deployment, informing the user, and then continues on with the upload.

Currently we filter the endpoint list to only ones which are currently deployed. #196577
