Currently, it's not possible to use counter_rate function in the Table visualization type, because it requires a data histogram.
(For example, displaying rate of incoming http traffic for a specific host in a table. See the screenshot below.)

However, in other popular Observability platforms or time series databases, it allows populating rate of data/metrics even in the table type of visualization using the time interval we specify in the dashboard.

It will be really useful, if elastic also provides such feature?
I know, a simar issue is already reported here: 150600. But this is for Metric type of visualization & breakdown filter probably helps there.
In the case of table visualization, though we can technically add a date histogram to make it work, it doesn't serve the purpose if we need to represent host wise data as below.
