Describe the feature:
When we are ready to switch to embed-by-value approach to including visualizations in the dashboard, we need to provide guidance to the end user in the UI to help explain the transition.

Describe a specific use case for the feature:
Details TBD, but I imagine 3-pronged approach

On Visualize library page,

  • add a callout to explain the new workflow
  • give user the ability to dismiss this callout
  • possibly take advantage of EUItour component to offer a walkthrough

On Dashboard page,

  • add a Tour highlighting the new add functionality and explaining the flow

On Edit dashboard page

  • add a callout to explain the new add/edit flow
