[Request]: Add technical preview limitations page to observability serverless docs

Description

Similar to how Security and ES3 already have a "technical limitatations page", please add one for o11y that states:

The maximum ingestion rate for the Managed Intake Service (APM and OpenTelemtry ingest) is 11.5 MB/s of uncompressed data (roughly 1TB/d uncompressed equivalent)"
