Seek bar should be clearly recognizable.

Seek bar is hidden.

Looks like this is the same for file attachments in high contrast also.
I might suggest #f4f6fa for content like the icons, but I will check with Design :)

Based on matrix-org/matrix-react-sdk#10441, the issue that seek bar cannot be seen is not reproduced on bubble layout.

However, as the high contrast theme does not seem to be properly implemented to a message bubble in the first place, the bubble layout color theme should be fixed too, so that the same issue will not happen on the bubble layout.
