Steps to reproduce

  1. Login to a homeserver for the first time
  2. Send an encrypted DM
  3. Add a device (iOS)

Outcome

What did you expect?

A prompt to verify the iOS device

What happened instead?

There was no prompt, and trying to manually verify results in there being no keys
