I've uncommented the line default-wallpaper=/usr/share/backgrounds/elementaryos-default
in /etc/lightdm/io.elementary.greeter.conf and, after a restart, I keep seeing the same grey background color in Greeter. I've also tried with other images, with the same result.

The wallpaper is shown inside the card now. I believe this setting is intended to be used when a wallpaper cannot be read, to replace the wallpaper on the user's card.

Regarding the gray (sad) background at login, why not make it configurable?
Why I must recompile greeter to change background?

#303 should address this. The design is that the user's wallpaper goes inside the card, and the system background (same as in the multitasking view) lives underneath. It breaks the spatial model to also show wallpapers beneath user cards. But making the card larger relative to the display lets you show off your user wallpaper a bit more.
