Terminal command history not cleared by "Clear history" #175

What Happened?

History was turned off and history cleared but is was noticed that the .bash_rc file was not cleared and was still updated with new commands.

Steps to Reproduce

  1. Turn history off and clear history
  2. Open .bash_rc in Code - note still contains commands
  3. Enter some terminal commands and close Terminal
  4. Note commands are appended

Expected Behavior

Not sure it can be achieved but for consistency every elementary app's history should honor the Privacy settings. The Clear History action could empty the user's bash_history file at least. It would be up to Terminal to stop adding to the history I guess.
