At least until a first party chat app comes out for elementary. If any third-party chat apps are installed, then it can show up, but without one it becomes a pointless option.

Sounds logical to me, yeah! The question for me is whether a feature becomes more difficult to access when it is hidden. But I'm also curious what the design team thinks about it or what the elementary HIG says about it.
