Integrate PNODE location code into pipeline

I've started a repo to map CAISO PNODEs to their locations. The purpose is to make 2D maps possible once we have coordinate data for the PNODES. CAISO does not make this public, for some strange reason, so we have to infer it:

This ticket is to track that integration project, as it will be used in conjunction with the data feeds that provide PNODE level data.
