[Feature][UI] Make a general search results page

Currently, we used the generic search bar on the navigation to search for people and the results page is actually a person's index page populated with the relevant records.

Eventually, we want the search results page to have it's own view and controller. And the view may incorporate different sections for different search results types (e.g. search results for people, donations, companies, etc... of course the more we have, the longer the search)
