Templates for plugins

We need to provide templates on GitHub for each plugin, so developers can use them when creating plugins. The templates should be suited to use with cargo-generate.

Currently we have examples only that can be used by developer as templates but we must provide an empty template without specific implementation on this repo and then we may consider adding support to cargo-generate
