Is your feature request related to a specific problem?

We now support marking Fideslang taxonomy resources as deprecated but Fides does not treat deprecated resources differently.

This PR deprecates our first data use in Fideslang. https://github.com/ethyca/fideslang/pull/174

Describe the solution you'd like

Don't return deprecated taxonomy items in the API or filter the FE to not display deprecated taxonomy items. Make it so they're not visible and can't be assigned to other resources.
