#822: Update scipy and apt-packages (#823)

* Update scipy for standard 8.0.0 flavor to fix CVE-2023-29824 and remove numba-scipy, because it uses a too old scipy version and is usually slow to update.
* Update curl to 7.68.0-1ubuntu2.19
* Update libcurl4-openssl-dev to 7.68.0-1ubuntu2.19
* Update smbclient
* Ignore CVE-2023-29824 for the standard 7.* flavor, because the fixed scipy version 1.8.0 is not available for python 3.7
