New command 'report'

What would you like to be added:

A new command report:

• allows to create a standardized report about the installation of Falco
• the key information will be in the report:
  • the falco version
  • the installation mode (helm) with the key values
  • only non sensitive values will be listed
  • the pod statuses, with their last errors, the last crash reasons
• possibility to target a locale system, with the path to falco.yaml

Why is this needed:

This will help the users facing an issue to give their contexts in the issues and Slack channel. By providing the procedure in the docs and in the issues templates, it should save time for the maintainers and the users, by ensuring to expose the whole context.

Issues go stale after 90d of inactivity.
