v15 State Migration Testing

The purpose of this thread is to provide a place for implementation teams to coordinate and test state migration on mainnet. Credit for this idea goes to @steven004, who originally made this suggestion in the Lotus dev repo.

I'm opening this issue here to help make it easier for all implementation teams to coordinate tipsets and testing outcomes.

As an initial test, teams should simulate network migration at epoch 1,590,000 and report the resulting state root.

We can coordinate additional testing tipsets as needed.
