Hot Reload Setting in Menu

Add a setting for enabling/disabling hot reload in the settings menu.

Right now you have to pass in a commandline flag to enable hot reload when starting the game. This isn't easy to do through the launcher, or for people who don't know how to start the game from the commandline. We should have a settings menu option for doing this instead.
