Move "Manage" buttons into navbar

Problem

Currently the manage buttons hover awkwardly in the promo bar:

Solution

Let's move them into the nav bar, e.g. in this example after "Activity Stream"

Related to this, the floating button is also hard to click, for some reason, only the background of the button has hover/click state. There is another manage button on the same page without this issue
