This repo contains 1.18 but it's not available on docker hub

Describe the solution you'd like

Publish 1.18 to docker hub

Describe alternatives you've considered

N/A

Additional context

Switching the default tag to be debian based ( see #422 ) as part of this would be a good time so it's happening on at least a minor version rather than a point one

Seems Fluentd v1.18 image has been published properly.

Currently v1.16 and v1.18 was maintained on there.

Oh, they're not listed on the Overview page and you have to scroll down the Tags list a bit to see them, so that's why I didn't notice them. Also, the fact that there's the extra -1 or -1.1 at the end makes it hard to know what the actual tag is since they're not listed on Overview
