Check pin status more frequently

For archived that have not yet been pinned, we should be checking their status from estuary on a regular basis.

Currently https://api.estuary.tech/pinning/pins is too slow to use for this but the bug has been reported and once it loads faster we can use it to quickly scan through the outstanding archives to be pinned.
