enchanting weapons missing slider

Just reinstalled TPF from scratch after messing up my previous install with LOOT (didn't realize it shouldn't be used). This latest one is quite barebones and missing a lot of mods on the iteration I had (NOV 2020 install). I wasn't able to continue my old save which was a sad thing. Anyway, I am trying to enchant a weapon and whenever I choose the enchantment (soul steal) it only chooses the max setting; the slide bar does not show. I have no desire to hit something with soul steal for 250 seconds as it is a waste of soulpower. What mod specifically alters this? Or, is it a strange kind of conflict? I have installed a few mods (old ones on previous iterations like Inigo and other followers, but nothing that alters the guts of the game. Would anyone happen to know what it is that is causing this?

Could you please confirm that you've done a full installation, with ALL mods in the guide and ALL steps, nothing skipped and nothing added?
