Add dos and don'ts for logo usage

Add instructions of how we want people to use the official Fortran-lang insignia (F logo)

This might be useful as page in the community section of the webpage. This repository should only contain raw assets.

Sure that's an option, I was thinking of having it everywhere we allow for logos to be downloaded (webpage, assets, etc.)

That's seems like a good idea , just like media assets or so.
