anchors break page position upon HTMX boosting

Currently this is hotfixed by avoiding HTML anchors.

As @1977er pointed out, this is less than ideal and currently blocks a design idea he had in mind for https://fnorden.net. (freifunkh/fnorden.net#83)

I think there are markers in HTMX which block pagescrolling upon reload for specific elements, but not all of them at once for the whole Singe Page Application.

Until this is resolved, number 83 in fnorden.net would result in a jumpy form.
