Heroku 20 doesn't ship with Ruby 2.6.5

I tried to set this up using the deploy to Heroku button but it looks like the default Heroku 20 doesn't have Ruby 2.6.5 on it.

I was able to deploy my own fork by updating things to 2.6.6 without much issue, though I do have a few Harvest users that don't come through in the time report query for some reason - I'm unsure if that's related or not.

Just to follow up on this, it looks like my secondary issue is actually because if you report no time at all, the Harvest API call for the team's time report won't return any entry for you effectively skipping you.
