Goal of the proposal

add module native-image metadata

Brief description

configurations in META-INF/native-image/foo_groupID/foo_artifactID

Detailed description

We want to make native-image metadata for each modules in subfolders as for the docs.

NOTE: adviced as comment on pull request oracle/graalvm-reachability-metadata#557
