Automated tool to keep shadowed components in sync with gatsby theme changes

Summary

when gatsby theme versions change, they can easily break the expectations of people who shadow them. this has a dual effect of making people scared to upgrade (bc it either involves reading every PR/commit or hoping changelogs are well documented) and also makes theme authors scared to change anything.

Motivation

Why are we doing this? What use cases does it support? What is the expected outcome?

make it easier for downstream people to keep up to date on the gatsby-themes they use, but also make it easier for gatsby theme authors to move and rename components and not be held hostage by their shadowees
