Garden CI on Windows using vcpkg lacks of a ogre 2.3 windows package in vcpkg. The snapshot used by vcpkg currently 2022-02-23 has an ogre-next coming from 2019. We don't have any 2.3 custom vcpkg in our osrf-vcpkg ports.

This might be the cause for the large number of test failures in gz-rendering8 win CI
