The Muted role breaks all the permissions of categories if you have "Mute" plugin enabled.

i'm aware, just not gotten around to improving it as it involves making sure the categories are done first and then finding what channels where desynced (its not a boolean on the channel, i need to compare permissions) and need the thing applied
