Bug description

When we add a follow-up on a new ticket, created by email, and still with no Category, GLPI adds the follow-up even though Category is mandatory on the Ticket Template.

Steps To reproduce

  1. Define Category as mandatory, on the ticket template
  2. Send an email to GLPI receiver email
  3. Open the ticket on GLPI
  4. Try to add a follow-up, without defining any category
  5. Follow-up is created (and it shouldn't be)
