The task-skeleton-plugin is not visible

Hello, I'm new to the GO-CD environment and figuring out how to create a TASK plugin.
I downloaded the task-skeleton-plugin and build using gradle. The jar file was created and placed in the plugin directory.

I restarted the server and after more than 3 hours the plugin_work folder was created for the plugin.
.

But now the plugin is not visible in the Admin section Plugin area. Can someone guide me in the right direction?

Note: To build the jar using gradle I used cmd in place of git for exec CommandLine in build.gradle
