Reduce Godwoken mainnet_v1's withdrawal finality time to 7 days

Dear Godwoken Community,

We are going to adjust Godwoken's withdrawal finality time from 9 days to 7 days to match other rollups. This change will help improve the user experience for the community.

Before we make this change, we need to discuss with the mainstream dApps on Godwoken, to ensure that this change will not break them. We will also conduct some testing to make sure that everything is working as expected.

To ensure that everyone has enough time to prepare for this change, we plan to wait about 2 weeks before changing the block_interval_seconds configuration of Godwoken mainnet_v1 from 45s to 36s.

Here is the calculation logic:

• consensus config finality_blocks: 0x41a0 = 16800
• block_interval_seconds = (7 * 24 * 60 * 60) / 16800 = 36s
