Passing argument to external package from user input or hugo config file instead of hardcode in hugo

hugo use many external packages and passing argument to external package as hardcode.

So it would be better if user able to passing argument by:

• hugo config file(production/development).
• hugo command line.
• etc.

Example external package:

• ESBuild
• rst2html
• asciidoctor
• etc.
