Add bundletool to winget

Is your feature request related to a problem? Please describe.
Getting new versions of bundletool is not ideal to do right now since I have to check manually for new versions. Also, having to download and use a .jar is harder than being able to just run bundletool from anywhere.

Put bundletool on winget https://learn.microsoft.com/en-us/windows/package-manager/package/
Though winget does not support .jar files. From winget-pkgs:

The installer is at least one of the following:
- A standalone MSIX, APPX, MSI, or .EXE installer
- A portable .EXE application
- A standalone installer or a portable application inside of a .ZIP file
